SAR observation layer
Collection questions: imaging mode, footprint, acquisition time, target dimensions, sea state and detection validation. A radar return does not by itself establish vessel identity, cargo, ownership or intent. For pollution, low backscatter must be evaluated against lookalikes and corroborating observations.
